Let it be known that August 3 rd , in the year 2005, shall be a memorable date recognized by the execution of this official document.

Vietnam and Laos are two countries - one ruled under the Vietnamese Communist Regime and the other under dictatorship - and each are supported by the communist government of China. Today is the first time that the Laos Exile Organization, the United For Democracy in Laos, represented by its President, the Honorable Bounthanh Rathigna, and the Vietnamese Exile Coalitions, represented by Dr. Ha Van Hai, President of the Executive Branch of the Force of Vietnamese People for Democracy and Freedom for Vietnam [otherwise known as "Luc Luong Quoc Dan Viet Nam"] are meeting to agree upon a strategic alliance.

Today, we officially present a symbolic unity to:

  • Create a link between both the Laotian and Vietnamese communities living in the United States as well as in other countries to serve our people and to reach our common goal of taking democracy to our respective countries;
  • Create a bond between the citizens and the exile members of Laos and Vietnam to struggle against communism and to fIght for for freedom and democracy;
  • Work together as allies and to advance our common intent to put an end to the communist doctrine;
  • Be united and to stand side-by-side until both Laos and Vietnam become democratic nations; and
  • FulfIll our moral duty to assist one another in the important effort to attain and to maintain freedom and democracy for both the people of Laos and Vietnam.

This celebration between the two countries has one common objective. The goal that some day, not in the too distant future, it will be possible to came together and achieve a common objective. Our alliance intends to be a model of unity in the pursuit of democracy, which is the best political system that provides respect for human dignity, as well as justice and liberty to all of its citizens. Consequently, we intend to obtain democracy for the nations of Laos and Vietnam.
